How do I hide user points from end users?

Answer:

The "Hide user points from end users" option hides points for all end users that are displayed in the widgets:

For example - the following My Stats widget displays all 0's when the option is enabled:

To enable the option, go to WebStorm Setup --> Site --> Security. Then select the "Hide user points from end users" option.
