What is the difference is between 'Promote Idea' vs. 'Someone promotes your idea'?

When 'Someone promotes your idea' you get points as the idea submitter. 

• As a user who promoted an idea, you get points under 'Promote Idea'.
• This just encourages people to vote on ideas. Both the submitter and the voter are eligible for points.
• These reputation points can be adjusted under: WebStorm Setup ---> User ----> Reputation
