The Email Notification BCC (previously the Site 'baby-sitter') can be configured in any Site Setup to allow any specified user to be copied on every email sent within that Initiative. Administrators can append an Email Notification BCC within Site Setup > General Settings
Note: The BCC email address must be an existing user account in your Brightidea.
The Email Notification BCC is not available at the System level; it is only available for Initiatives. The email recipient is BCC'd on ALL emails with the exception of Private Message and Password Recovery emails.
To add multiple Email Notification BCC addresses, separate them by commas: John@google.com,George@yahoo.com,Jane@yahoo.com
Important Notes:
- If 50 people are subscribed to an Idea and someone comments on it, the Email Notification BCC contact will be BCC'ed on all 50 emails sent to the subscribers. To avoid an influx of messages to a personal inbox, we suggest setting up a dedicated email account to receive babysitter emails.
- The Email Notification BCC recipient is not copied on any emails generated via back-end Pipeline Management, including Action Item Alerts, Private & Submitter Q&A comments, or any other communications that are not generated directly from the front-end Initiative.

When it says "The site baby-sitter gets cc'ed on EVERY email in the system." is it every email pertaining to that particular Challenge, or is every email Enterprise wide?

That would depend on where the baby sitter email is configured (Enterprise or WebStorm levels).
